This research investigates the effectiveness of risk management in Information Technology (IT) acquisitions within public administrations. Despite existing regulations and the recognized importance of risk assessment in public procurement, the study highlights a persistent lack of maturity in risk management practices among public organizations. This deficiency, as evidenced by various federal accountability agencies, leads to increased costs, project delays, and the failure to achieve institutional objectives in IT projects. The literature review explores academic studies on risks in IT contracts, focusing on public procurement. It examines models and approaches to risk management, including supplier selection, contract continuity, and the development of systematic methodologies for managing risks in public sector IT acquisitions. The research emphasizes the critical need for effective risk management to ensure the success and efficiency of public IT procurements, given their complexity and financial relevance. The study evaluates whether normative frameworks developed over a decade in Brazil effectively influence managers&rsquo; decisions and foster the creation of robust risk treatment mechanisms. Specifically, it analyzes IT acquisition processes to determine if risk analysis genuinely impacts decision-making, leading to the implementation of controls such as contractual clauses or documented managerial actions. To achieve this, an evaluation instrument was developed, validated through focus groups with experts from oversight bodies, and applied to a sample of 100 ICT procurement processes from ten federal agencies. The data were analyzed using Self-Organizing Maps (SOM), enabling the calculation of a Quality Index and a Consistency Index. The results revealed low maturity in risk management practices, with evidence that risk analyses are often performed merely as formal compliance, without effectively influencing decision-making. The study contributes by providing an instrument for assessing the effectiveness of risk management in ICT procurement, supporting oversight bodies and managers in strengthening governance practices.

Evaluation of the Effectiveness of Risk Management in the Process of Acquisition of Information Technology in Public Administrations

Risk management has always been a part of society. However, Brazil exhibits a high mortality rate among Micro and Small Enterprises (MSEs) in their first years, which may indicate that they lack a well-implemented risk culture or are unfamiliar with this topic. This research aimed to find an effective Nudge used to induce a risk culture behavior in MSE. The present work investigated the potential influence of Nudge techniques, from behavioral economics, on the risk culture in MSE. As a methodology, action research was conducted using two applications of the same questionnaire, before and after the use of the Nudge technique, known as priming, in MSE and in the Brazilian capital, Brasilia. According to data from the Commercial Registry of the Federal District, there are approximately 158,416 micro and small enterprises in Brasilia. For the purposes of defining the sample, a 95% degree of confidence and a 5% margin of error were adopted. A total of 384 enterprises were selected as the sample for the survey. After completing all the stages, it was concluded that the use of nudge was effective in inducing micro and small enterprises to examine their risk culture in another Prisma. Only in cases in which the approach was not perceived, an average performance of 46.12% was obtained, indicating the efficiency of the technique. In the context of this study, initial findings suggest that micro and small enterprises can utilize priming techniques to enhance risk perception.

The Use of Nudge as an Influencing Factor to Micro and Small Enterprises to Improve Risk Culture in the Federal District

Given the increasing relevance of EHRs as sources of information, evidence, and research in digital healthcare ecosystems, the research highlights challenges related to data governance, interoperability, and cybersecurity. Through a qualitative, exploratory approach, the authors present a method structured in seven macro-processes, covering the EHR lifecycle from capture to permanent archival or disposal. The implementation of private Blockchain networks and Smart Contracts automates processes, guarantees data integrity, and strengthens patients' control over their personal data, aligned with legal frameworks for data protection. The findings reinforce the need for innovative archival practices and technological strategies to enhance efficiency, security, and transparency in healthcare information management.&nbsp;

EPR Governance Based on Architectural Techniques and Blockchain and Smart Contracts Technologies 

<span style="font-size: 9.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-fareast-font-family: Calibri; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: FA; mso-bidi-font-weight: bold;">In Information Science, multidisciplinary is understood as the initial level for the Association of disciplines from different Sciences, which, as a representation of knowledge, aims to foster a common achievement as we approach corporate governance. Treating the historical development of the term governance as a source of information to identify the specificity of the vocabulary, maintaining the literary guarantee, consolidates the formatting of the vocabulary itself, and may even derive connections by synonymy, homograph or polysemy. All these arguments for the study of governance information, preliminarily treated in a multidisciplinary way, can create paths to seek new connections and integrations, allowing the creation of an informational context that fosters the practice of the state of governance. The aim of this study is to create a conversational space on corporate governance to represent the formation of organized and correlated constructs from their properties and the informational flow in organizations. The literature reviews the terms, meaning, use, properties, and resignification of content applied to governance, considering the terminological specificity, literary guarantee, deductive method, and techniques related to terminological analysis for construct formation. The results revealed a domain model in the context of governance applied to a corporate governance situation for Value Added analysis.&nbsp; The conclusion presents defining an information representation model, composed of associated terms according to their properties and characteristics, extracted by coeval and chronological analysis of the use of the term governance, innovates Information Science in a multidisciplinary way, opening perspectives for its application in new social phenomena.

Representation of Corporate Governance Information: Organization of Information as Constructs for Governance

The assessment allows for knowledge about the organization&rsquo;s cultural levels, including the current perception of the dominant culture and the future status to be achieved. The results indicated the possibility of using the OCAI to assess the culture of privacy and provided 13 requirements that help in the development of this culture in organizations. As In future work, the author recommends the OCAI form&rsquo;s application of the OCAI form within organizations through a case study, with wide dissemination to employees or servers. Furthermore, it is important to evaluate the effectiveness of this research&rsquo;s identified requirements and verify whether they contribute to the desired state&rsquo;s achievement according to the intended types of culture.

A Tool for Privacy Culture Assessment

Qualifying high-performance professionals to meet the rigorous quality expectations of society is an ongoing challenge. This research proposes the application of concepts such as Information Organization, Information Architecture, Informational Spaces, Multimodality, Relevance Theory, and Gamification to address the informational needs of high-performance professionals. The core proposition is that an Information Architecture Model, supported by Multimodality and coupled with the principles of Information Organization and Gamification, can enhance the training of high-performance professionals. Information Architecture enables an effective flow of information within informational environments, while Multimodality contributes to diverse semiotic learning objects organized within informational spaces. According to Buckland (1991), information can be understood in three dimensions: a. Information-as-process; b. information-as-knowledge; c. information-as-thing, referring to things understood as informative. Brookes (1980) explored the scientific foundations of information and presented a formula that describes the incorporation of information into an individual's body of knowledge through communication. Wurman (2005) defines informational spaces as structurally designed environments created by information architects to meet the specific informational needs of users, effectively filtering essential and relevant information from an overwhelming amount of available data. The IAAM (Information Architecture Associated with Multimodality) model has been implemented in professional training courses. It serves as a guide for planning and constructing Informational Spaces tailored for training high-performance professionals. This model applies to the work of information architects, whether they are professors in a specific discipline or auxiliary educators. In an applied exploratory research approach, questionnaires were distributed to students (the intended users of the proposed model) and their immediate managers, who evaluated their performance. The evaluations indicated a high level of acceptance of the IAAM model. This research is representative since it includes several professionals.
