<p style="text-align:justify;">The challenge of excellence programs in the world is to improve the&nbsp;interaction of the university with its local and global environment and follow&nbsp;the rapid developments of science and knowledge. This study aims at presenting&nbsp;the participation of excellence clusters in improving the quality of higher&nbsp;education (HE) institutions achievements (the graduate, scientific research and&nbsp;social services) and their consistency with the main requirements of the&nbsp;socio-economic environment. Based on the review of literature on academic&nbsp;excellence and inspired by recent international experiences, we proposed a&nbsp;model for a cluster of excellence, applicable to Algerian universities, aimed&nbsp;at implementing change and innovation on HE achievements (Graduate, Scientific&nbsp;Research and Services), taking into consideration the requirements and needs of&nbsp;the institutions that operate in their territory. Hence, the present article&nbsp;aims at presenting the orientation towards academic excellence clusters. These&nbsp;contribute to the improvement of the quality of graduate by relying on the&nbsp;integral scientific qualifications and the quality of scientific research,&nbsp;based on inquiry, practice, and development. Moreover, they focus on raising&nbsp;the quality of public service by promoting the universities. Finally, the study&nbsp;proposed some suggestions for the successful implementation of this orientation&nbsp;in Algeria.</p>
